APA Style continues to refer people to use Bluebook style, which is used for legal citation. This has not changed with the 7th edition, and users may want to consult the APA Style Blog (6th ed) post on Introduction to APA Style Legal References.

Cornell University Law School's Legal Information Institute gives a specific example for how to cite a bill (scroll up the page a little, to view the § 2-340(2) Example) viewable here. This citation is also based on the Bluebook.
