The Pennsylvania General Assembly website lists information on the status of bills and legislation. You can navigate to the website by using the Library's Government Documents LibGuide or by a web search or this link.

Using the search box at the top of the page for "Find legislation by" I searched for HB 176 and found this page.

The History of the bill states that the last action was the bill being "Laid on the table, April 6, 2011", so evidently the bill has not been passed by the Senate. Just to be sure, I checked the Legislation Enacted for both 2011 and 2012 (on this page, selecting "Acts on General Legislation Approved" and entering the year).
